The Economic Commission for Latin America and the Caribbean (ECLAC) is part of the UN Secretariat. This consultancy will contribute to a project on regional integration and green productive development, aiming for a more productive, inclusive, and sustainable future in Latin America. The work will support the International Trade and Productive Development Unit of ECLAC Mexico.
Job Purpose
This consultancy aims to produce a comprehensive analysis of productive development policies in the state of Tamaulipas, Mexico. The resulting study will be integrated into a larger volume on subnational productive development policies in Mexico. It will contribute valuable knowledge to the project "Regional Integration and Green Productive Development: Towards a More Productive, Inclusive, and Sustainable Future in Latin America" and the work plan of ECLAC Mexico's International Trade and Productive Development Unit. The analysis will inform strategies for enhancing productivity, strengthening national value chains, and promoting sustainable and inclusive development at the territorial level.
Responsibilities
The consultant will conduct an in-depth review of relevant documentation on productive development policies, including specific ECLAC publications. This involves developing a research protocol and an index for the study. A comprehensive characterization of Tamaulipas, including its economic, social, and demographic variables, as well as its productive structure, will be developed. A detailed analysis of state capacities and implemented productive development policies across different historical periods (1970-2026) is required, identifying objectives, instruments, institutional arrangements, and governance mechanisms. The consultant will identify policies with significant impact on key indicators like exports, technology adoption, employment, and environmental sustainability, providing evidence and implementation details. Finally, the consultant will systematize findings, lessons learned, and policy recommendations based on a defined policy lifecycle framework and participate in follow-up meetings.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience in analyzing subnational productive development policies is highly desirable.
