Investigator
Organizational Context
This temporary position is within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Nairobi. OIOS serves as the internal oversight body for the UN Secretariat, providing audit, investigation, inspection, and evaluation services. The Investigator reports to the Chief of Section and may travel to remote locations for extended periods to conduct investigations.
Job Purpose
The Investigator's purpose is to conduct investigations into alleged misconduct, malfeasance, fraud, corruption, waste of resources, and violations of UN regulations and rules, including cases of sexual exploitation and abuse (SEA) and sexual harassment. This role involves establishing facts, determining findings, and formulating recommendations for corrective actions and disciplinary measures. The Investigator will also draft reports, conduct legal research, analyze evidence, and support intake and referral services. Additionally, the role contributes to data analysis for trend identification and supports administrative functions related to policy implementation, ensuring the highest standards of efficiency, competence, and integrity within the organization.
Responsibilities
Plan, organize, and conduct investigations into alleged misconduct, malfeasance, fraud, corruption, waste of resources, and violations of UN Regulations and Rules, including SEA and sexual harassment. Establish facts, determine findings, and formulate recommendations for corrective measures and disciplinary/jurisdictional actions. Draft and review investigation reports and communications. Perform legal research and analyze evidentiary material. Maintain and update guidance materials based on best practices. Review policy decisions, monitor implementation, and analyze legal implications. Advise on operational implications of UN jurisprudence and resolutions. Foster cooperation with other OIOS divisions and relevant UN offices. Participate in planning conferences. Support Intake services, including hotline management, preliminary assessments, and engagement with other offices. Support a centralized Referral service by drafting correspondence, compiling documentation, and ensuring follow-up. Perform administrative functions related to policy implementation. Collect and analyze data to identify trends and provide insights using data visualization methods for planning and decision-making.
Work Experience
A minimum of five years of progressively responsible experience in investigatory work is required. This includes experience in evidence gathering, analysis, and presentation, as well as international investigation activities. Experience with an international or multilateral public institution and two or more years in data analytics are desirable.
