Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN agency established in 1949 to assist and protect approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, and the West Bank and Gaza Strip. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN mission in the Middle East. This Budget Officer role is within the Finance Department in the West Bank Field Office.
Job Purpose
The Budget Officer is responsible for overseeing the budget operations for Programme Budget and External Grants within the assigned Field Office, ensuring compliance with UNRWA's instructions and allocated funds. This involves supervising the review and adjustment of budget estimates, managing budget data reporting and monitoring, and preparing forecasts and evaluation reports. The role also includes certifying fund availability and issuing sub-allotment advice. The incumbent will lead and mentor assigned staff, contribute to the Field Finance management team's strategic planning, and ensure the timely submission of budget estimates. Additionally, the officer will analyze budget and expenditure data, manage external grants, and advise senior finance management on budget matters, potentially acting as Deputy Head Field Finance Office in their absence.
Responsibilities
Oversee budget operations for Programme Budget and External Grants, ensuring adherence to agency guidelines and fund allocations. Supervise the review and adjustment of budget estimates and manage the reporting and monitoring of budget data. Prepare forecasts, evaluation reports, and consolidate estimates, while certifying fund availability and issuing sub-allotment advice. Lead, monitor, and evaluate assigned staff, providing technical guidance and training. Contribute to the development of annual work plans, guidelines, and process improvements within the Field Finance management team. Coordinate the budget preparation process, ensuring timely submissions and addressing required corrective actions. Review budget and expenditure data regularly, follow up on variances, and manage budget reserves. Validate Work Breakdown Structure/Element adherence for financial transactions and monitor monetary values. Monitor and report on External Grants, advising Division Heads and compiling relevant financial information. Provide expert advice on budget matters to senior finance management and potentially act as Deputy Head Field Finance Office. Manage budgetary data in the finance system and distribute budget and expenditure reports.
Work Experience
A minimum of six years of experience in a finance or accounting office within a large governmental, international, or commercial organization is required. This experience must be in a computerized environment with a financial management information system. Three of these years must be at a supervisory level, with demonstrated experience using computer applications like Excel and Access.
