Organizational Context
The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP), established by the UN General Assembly in June 2023, is mandated to address the issue of missing persons in Syria. This role, reporting to the chief of section, is based in Geneva but may be subject to relocation to Damascus or other operational locations.
Job Purpose
The Information Management Officer will contribute to the formulation of policies and procedures for the development and maintenance of records and archives, and the delivery of reference and systems management services. This role involves determining technical objectives for search and analytical tasks, leading information extraction, and resolving complex user queries. The officer will provide expert advice on system design, oversee training on eDiscovery tools, manage information security, and handle unit-level managerial responsibilities including programme planning, budgeting, and human resources. Additionally, the role includes developing client outreach strategies, representing the section in various forums, and guiding junior staff.
Responsibilities
Key responsibilities include contributing to the formulation of policies for records and archives management, and reference services. The role involves defining technical objectives for search and analytical tasks, leading information extraction from technical data structures, and responding to complex user queries. The Information Management Officer will provide expert advice on system design, lead the development and delivery of eDiscovery training, and manage information security, including declassification reviews and physical records safety. Managerial duties encompass compliance, programme planning, budgeting, and human resources. The role also involves developing client outreach, representing the section in inter-agency forums, organizing training, evaluating vendors, and supervising staff. Data analysis and visualization for planning and reporting are also key functions.
Work Experience
A minimum of seven years of progressive experience in archives, records management, library science, or information management is required. Essential experience includes analyzing information with e-discovery software and managing the full information lifecycle. Desirable experience includes data privacy, security protocols, and database management with programming languages like SQL, Python, or R.
Skills
Professionalism in information management, archival, and record-keeping; knowledge of electronic data maintenance, appraisal, conservation, and migration; understanding of missing persons issues with a victim-centered approach; proficiency in eDiscovery tools; research and analytical skills; ability to interpret data for decision-making; strong planning and organizational abilities; and technological awareness.
