Organizational Context
These two Associate Human Rights Officer positions are based in the Gaza Sub-Office of the Office of the High Commissioner for Human Rights (OHCHR) in the Occupied Palestinian Territory. The role reports to the Protection Cluster Coordinator, contributing to the coordination and implementation of human rights protection activities within the region.
Job Purpose
The Associate Human Rights Officer will support the day-to-day coordination of the Protection Cluster and its working groups, fostering collaboration among members and sub-groups. This role involves researching and collecting information on protection and human rights issues, including gender dimensions, from various sources to inform activities and provide up-to-date analysis. The incumbent will draft reports, participate in protection monitoring, and maintain awareness of political and legal developments in Gaza. Additionally, the role supports capacity-building through training programs for humanitarian response representatives and engages in discussions to integrate protection issues into humanitarian programs. The officer will also liaise with various stakeholders to gather baseline data on the human rights situation, particularly for vulnerable groups, and participate in efforts to prevent human rights violations.
Responsibilities
Key responsibilities include assisting in the daily coordination of Protection Cluster meetings and OHCHR-chaired working groups, ensuring effective coordination among sub-groups. The role involves researching and gathering information on protection and human rights matters, including gender dimensions, from diverse sources to stay informed and provide updates. The Associate Human Rights Officer will draft reports and correspondence related to protection, participate in protection monitoring, and summarize findings. Maintaining awareness of current human rights issues and legal developments in Gaza is crucial. The position supports protection training programs for humanitarian actors to enhance capacity building and participates in discussions on integrating protection issues into humanitarian programs. Furthermore, the role involves promoting community mobilization efforts, engaging with authorities and humanitarian actors to prevent or address human rights violations, and liaising with government, NGOs, UN agencies, and other partners to establish baseline data on the human rights situation, with a focus on vulnerable groups. Preliminary drafting of speeches and presentations is also required.
Work Experience
A minimum of two years of experience in human rights, political affairs, international relations, law, or a related area is required for candidates with a Bachelor's degree. Candidates with a Master's degree or equivalent require no prior experience. Experience in monitoring and documenting protection trends, as well as experience in coordination within humanitarian settings, is desirable.
Skills
Professionalism, communication, and teamwork are essential. Specific skills include knowledge of human rights issues, research and analytical abilities, report drafting, data collection, understanding of institutional mandates, and effective coordination. Strong communication skills for clear and effective speaking and writing, active listening, and tailoring messages to audiences are required. Teamwork involves collaboration, valuing diverse input, and supporting group decisions.
