Senior Technical & Programme Advisor - Odisha

Organizational Context

The United Nations Environment Programme (UNEP) supports the Government of Odisha, its cities, and industries in achieving thermal comfort and climate-friendly space cooling. This role, based in Bhubaneswar, contributes to establishing state strategies, mobilizing finance and partnerships, and sharing lessons learned internationally through the Cool Coalition.

Job Purpose

This senior expert role provides technical and strategic support to UNEP's sustainable cooling program with the Government of Odisha, under the Cool Coalition initiative. The purpose is to coordinate with local partners, unlock large-scale finance for cooling solutions, and facilitate the transfer of lessons learned to other Indian states, aligning with the India Cooling Action Plan. The role involves developing strategies, driving policy change, coordinating cross-departmental efforts, orchestrating technical assistance, and engaging the private sector in areas like passive cooling, nature-based solutions, urban design, cold chains, and district cooling.

Responsibilities

Provide technical and strategic support to UNEP's sustainable cooling program in Odisha, coordinating with local partners and government departments. Unlock large-scale finance for cooling solutions and transfer lessons learned to other Indian states, supporting the India Cooling Action Plan. Develop and implement state strategies and policy changes related to sustainable cooling. Orchestrate technical assistance for passive cooling in buildings, nature-based solutions, urban design for UHI reduction, cold chains, and district cooling. Engage the private sector, particularly in real estate, to promote sustainable cooling practices. Report to the UNEP India Office and liaise with UNEP Asia-Pacific and Paris Offices.

Work Experience

A minimum of twelve years of relevant experience is required, with strong experience engaging government officials and industry to drive policy change. Practical experience in coordinating large state programs, engaging senior government officials, and developing private sector partnerships is essential. Experience in sustainable cooling and building materials is beneficial.

Skills

Excellent written and oral communication skills on energy, urban, buildings, and environmental topics. Strong experience engaging government officials and industry. Practical experience in program coordination, stakeholder engagement, and partnership development. Fluency in English is required; knowledge of Hindi and/or Odia is preferable.
