Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP) promotes sustainable and inclusive development and regional connectivity in the Asia-Pacific region. As a UN regional development arm, it supports member states with research, analysis, and capacity-building. This role is within the People Operations and Talent Acquisition Unit, Human Resources Management Section, Division of Administration, reporting to the Administrative Officer.
Job Purpose
This Human Resources Assistant role supports the People Operations and Talent Acquisition Unit (POTAU) within ESCAP's Human Resources Management Section. The primary purpose is to assist in the efficient administration of human resources functions, focusing on recruitment, placement, and entitlements. The incumbent will process applications, manage candidate files, facilitate interviews, and support the filling of vacant positions. Additionally, the role involves administering staff entitlements, processing claims, and maintaining HR data. This position contributes to the smooth operation of HR services, ensuring compliance with policies and procedures, and supporting staff members and affiliate personnel in their HR-related needs within the UN Secretariat's regional development arm.
Responsibilities
Key responsibilities include processing applications for Affiliate Personnel, maintaining candidate files, arranging interviews, and updating HR databases. The role involves assisting in filling posts by reviewing requests, ensuring pre-recruitment formalities are met, and screening applications for various positions. The incumbent will manage vacancy announcements, prepare recruitment meeting documentation, and issue offer letters and personnel actions. Responsibilities also extend to advising Affiliate Personnel on visa matters. In terms of entitlements, the role involves reviewing and processing claims, maintaining entitlement tables in Umoja, and verifying contractual elements. Furthermore, the position supports staff development by assisting in the organization of training courses and provides general office support, including drafting correspondence, maintaining records, scheduling meetings, and conducting research on HR issues. Data analysis, report preparation, and updating information materials are also part of the duties.
Work Experience
A minimum of five years of experience in human resources management, administrative services, or a related area is required (three years with a bachelor's degree). At least one year of experience in HR administration for staff or affiliate personnel, including internships, is necessary. Experience with HR modules in an Enterprise Resource Planning system (e.g., SAP, PeopleSoft) for verification and certification is also required. Experience in building client relationships within the UN Common System or an international organization, processing personnel files, and coordinating travel documents is desirable.
