Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, BINUH, Haitian National Police, and Haitian Armed Forces, as well as technical assistance to the OAS. This P-4 role, Chief of Unit, Air Operations, is based in Port au Prince within the Aviation Section, reporting to the Chief Aviation Section. The position manages a component of moderate complexity in air operations.
Job Purpose
The Chief of Unit, Air Operations, P-4, is responsible for managing and supervising the Air Operations Unit within UNSOH. This involves ensuring air operations comply with all relevant international and UN standards, including ICAO regulations and UN Aviation Standards. The role supervises the provision of reliable, cost-effective, and efficient air transport services for passengers and cargo, including hazardous materials, resolving conflicting priorities, and managing aviation risks. The incumbent provides technical advice on air transport activities, liaises with various stakeholders, and oversees aviation search and rescue coverage. Key responsibilities include developing operational plans, performance reports, and standard operating procedures, while ensuring quality control and accurate data management within the unit.
Responsibilities
The Chief of Unit, Air Operations, P-4, manages and supervises the Air Operations Unit, ensuring compliance with all aviation regulations, directives, and standards. This includes overseeing the provision of safe, cost-effective, and efficient air transport services for passengers and cargo, managing aviation risks, and providing technical advice to mission elements. The role involves liaising with internal and external stakeholders, supervising aviation search and rescue operations, and preparing operational plans and performance reports. Responsibilities extend to developing and implementing standard operating procedures, monitoring quality control, and ensuring data accuracy. The incumbent also develops air transport plans, evaluates service agreements, manages the unit's budget, and coordinates procurement processes. Additionally, the role acts as a Certifying Officer for air transport tasks, ensuring compliance with financial regulations, and participates in administrative bodies. Personnel management, including staffing, performance evaluation, and training development for the unit, is also a key responsibility.
Work Experience
A minimum of seven years of progressive experience in air transport operations or aviation safety is required, with at least five years in a managerial role coordinating complex international air transport operations. Experience managing diverse teams, coordinating with various stakeholders, and in air operations and contract management is essential. Proficiency with ICAO standards and recommended practices is required. Experience in international operations within a post-conflict environment and in safety and quality management is desirable.
