Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, UN Integrated Office, Haitian National Police, and Haitian Armed Forces, as well as technical assistance to the Organization of American States. This role is based in Port-au-Prince within the Medical Services Section, overseeing medical logistics and operations.
Job Purpose
The Chief of Section, Medical (P-5) is responsible for the overall planning, organization, management, supervision, and coordination of medical services within the mission. This includes leading the UN Clinic and Medical Section staff, managing budgets and resources, ensuring the availability of medical supplies and equipment, and implementing training programs. The role serves as the primary medical advisor to the mission, ensuring efficient and effective medical services for UN staff and other constituents, and maintaining compliance with UN healthcare standards and patient safety requirements. The incumbent also manages interfaces with various stakeholders and oversees the EarthMed medical record system.
Responsibilities
Managerial and Supervisory: Plan, organize, manage, and coordinate all medical services and support activities. Lead and manage the performance of clinic and medical section staff, overseeing recruitment, onboarding, and professional development. Conduct annual planning, budget preparation, and financial control, ensuring optimal resource utilization. Oversee procurement of medical supplies and equipment. Implement and monitor training programs, ensuring compliance with UN healthcare standards and patient safety. Manage relationships with staff counselors, senior management, specialized agencies, and external medical entities. Oversee the EarthMed medical record system, ensuring data integrity and confidentiality.
Clinical Services Management: Perform daily clinical duties, including emergency response, medical examinations, and immunizations. Ensure quality of services through control mechanisms and adherence to UN clinical guidelines. Oversee health education and promotion programs. Liaise with mission medical units and host-nation facilities. Participate in addressing occupational health and infection control issues.
Medical Administration: Provide expert advice on medical standards, clearances, sick leave, and medical evacuations. Update and implement health support, emergency response, and business continuity plans.
Advisory, Liaison, and Representation: Coordinate with UNHQ on healthcare policy development. Represent the medical service at internal and external meetings. Advise senior management on all healthcare matters, including policy, risk management, and crisis response. Ensure effective occupational health representation.
Work Experience
A minimum of ten years of progressive clinical experience is required, with at least five years in a combined clinical and management capacity. Experience in a UN or international field operation support role is desirable. Experience managing multiple stakeholders, handling complex organizational issues, and developing policies or crisis preparedness plans are also desirable.
