Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Harare, Zimbabwe. The Information Systems Officer will report to the ASYCUDA Regional Coordinator for East and Southern Africa Region, contributing to the programme's technical support and development efforts.
Job Purpose
The Information Systems Officer will provide crucial technical assistance and support to National Customs Services and National Project Teams within the ASYCUDA Programme. This role involves managing projects from feasibility studies through to implementation of moderately complex systems, and contributing to the development of new applications. The officer will analyze user requirements, translate them into technical specifications, and ensure the integration and linkage of application systems. A key aspect is maintaining, upgrading, and enhancing existing ASYCUDA systems, troubleshooting issues, and providing ongoing user support to ensure optimal performance and effectiveness. The role also includes developing and maintaining proprietary ASYCUDA programs, ensuring data security, and conducting system testing.
Responsibilities
Manage projects including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems, or contribute as a team member on larger projects. Develop detailed system specifications and user documentation for ASYCUDA systems. Provide expert advice to National Customs Services and Project Teams, analyzing user needs and translating them into new applications, while addressing system integration and linkage challenges. Maintain, upgrade, and enhance existing ASYCUDA user systems, troubleshoot issues, and provide continuous user support, including resolving complex problems and advising on new techniques. Develop and maintain ASYCUDA proprietary programs, such as Single Windows, ensuring integration of system elements and robust data security. Organize and execute unit and integrated testing, assist users with acceptance testing. Create customs training materials, operating manuals, and user guides, and train staff on assigned systems. Develop disaster recovery plans and ensure appropriate training for responsible personnel. Contribute to reports and papers on systems-related topics, requirements, and strategy. Provide guidance and supervision to junior staff and consultants.
Work Experience
A minimum of five years of progressive experience in planning, designing, developing, implementing, and maintaining computer information systems is required, with specific experience in customs digitalization, system deployment, development, and support. Desirable experience includes prototyping and implementing complex customs IT systems, delivering training courses in governmental organizations, working in an international environment, and technical ICT programming with Java, Linux, and Oracle.
