Organizational Context
The United Nations Secretariat, through the Economic and Social Commission for Western Asia (ESCWA), is providing technical assistance to Palestine. This initiative focuses on assessing and developing a roadmap for establishing a National Technology Transfer Office (NTTO) to strengthen the national innovation system and foster economic growth through effective technology integration.
Job Purpose
The purpose of this role is to contribute to the development of a National Technology Transfer Office (NTTO) in Palestine. This involves conducting a comprehensive assessment of the existing legal, regulatory, and institutional frameworks related to innovation and technology transfer. The role will identify gaps and propose a practical roadmap, including the structure, functions, and operational model of the NTTO, drawing on international best practices. The ultimate goal is to enhance Palestine's national innovation system, facilitate technology adoption, and promote economic growth by creating an effective ecosystem for technology transfer and commercialization.
Responsibilities
The consultant will prepare a detailed report on establishing an effective system of technology transfer in Palestine. This includes reviewing the existing legal and regulatory framework, national and institutional policies, and international best practices for NTTOs. The consultant will identify gaps in laws, regulations, and policies that hinder innovation and technology transfer. Recommendations will be provided for the structure, functions, and governance of the NTTO, considering stakeholder involvement and international standards. A roadmap for the NTTO's establishment, sustainability, and network will be developed, clarifying its role within the national system. The findings will be presented in a workshop, and the report will be updated based on feedback.
Work Experience
A minimum of 10 years of professional research experience is required, with at least 5 years specifically in the field of technology, innovation, or technology transfer. Previous experience working with international organizations is desirable.
Skills
Expertise in technology transfer, innovation systems, intellectual property (IP) protection, R&D incentives, and relevant legal/regulatory frameworks. Ability to analyze policy gaps, propose organizational structures, and develop roadmaps. Strong research, analytical, and reporting skills. Experience in stakeholder engagement and knowledge of international best practices in technology transfer are essential. Fluency in Arabic and English is required.
