Organizational Context
The United Nations Secretariat, specifically the Resident Coordinator System in Panama, requires a consultant to conduct a comprehensive PSEA Risk Assessment. This assessment will identify, prioritize, monitor, and mitigate risks of sexual exploitation and abuse across UN operations in Panama, supporting evidence-based decision-making and coordinated PSEA actions.
Job Purpose
The purpose of this consultancy is to deliver a comprehensive Protection from Sexual Exploitation and Abuse (PSEA) Risk Assessment for the United Nations system in Panama. This assessment will equip participating agencies and the Panama PSEA Network with the necessary insights to identify, prioritize, monitor, and mitigate PSEA risks. The final deliverables will serve as a foundation for evidence-based decision-making, enhance accountability mechanisms, and guide the implementation of coordinated PSEA strategies across national and regional UN operations within Panama, ultimately strengthening the UN's commitment to safeguarding and preventing harm.
Responsibilities
Conduct a situational analysis of organizational, operational, and contextual factors contributing to PSEA vulnerabilities within UN operations in Panama. Review PSEA policies, codes of conduct, training records, and HR information. Design and implement the PSEA Risk Assessment methodology, including surveys, interviews, and stakeholder consultations. Facilitate meetings with PSEA focal points, senior management, and HR personnel. Identify, document, and assess risk factors related to external context, office characteristics, staff knowledge, security, and community interactions. Analyze qualitative and quantitative data to assess risks based on likelihood and impact. Develop a risk matrix with priority risks, mitigation measures, responsible actors, timelines, and monitoring indicators. Prepare recommendations and an action plan for prevention, accountability, and response mechanisms. Present findings and recommendations to the Panama PSEA Network and stakeholders.
Work Experience
A minimum of seven years of progressive professional experience in PSEA, safeguarding, gender equality, organizational risk management, humanitarian action, or development cooperation is required. Demonstrated experience conducting PSEA risk assessments for UN entities or comparable institutions is essential. Experience in survey design, data analysis, and facilitating sensitive consultations is also required.
