National Consultant for Sustainable Fiscal Policy and Budgeting

Organizational Context

The United Nations Environment Programme (UNEP) is the global voice for the environment, promoting sustainable development. This role supports UNEP's 'Nature' and 'Finance and Economic Transformation' Programmes by contributing to the IKI-funded FAST Project. The project aligns public finance flows with biodiversity protection goals in partner countries, supporting SDGs and global biodiversity commitments.

Job Purpose

This consultancy role is crucial for implementing the IKI-GIZ 'FAST' project, which aims to integrate biodiversity protection objectives into national fiscal policies and financial flows. The consultant will provide essential support to partner countries in optimizing these measures, thereby contributing to sustainable development and the achievement of national biodiversity commitments. The role involves ensuring the quality and alignment of project outputs with UNEP's strategic objectives, facilitating the transition towards greener economies and sustainable public finance mechanisms. The work directly supports UNEP's mandate in environmental advocacy, facilitation, and promoting the wise use of global environmental resources.

Responsibilities

Key responsibilities include conducting desk reviews of national sustainable public finance strategies and stakeholder consultations. The consultant will revise national workplans and ensure the quality of various project reports, including scoping reports, inception reports, stakeholder mapping, and outreach plans. This involves quality assurance for capacity needs assessments and policy briefs produced by local partners. The role also entails producing briefing documents for global monitoring reports, supporting the facilitation of national steering committee meetings, and revising operational planning files and workplans based on project outcomes. The consultant will ensure the quality of research plans and provide quality assurance for all technical outputs related to public finance and biodiversity.

Work Experience

A minimum of two years of project/program management experience in climate change, biodiversity, green fiscal policy, or macro-economic policy is required. Experience working with government counterparts, particularly Ministries of Finance, is advantageous. Experience in coordinating multistakeholder engagement processes and quality-assuring technical outputs related to public finance and biodiversity is also beneficial.
