National Consultant for Sustainable Fiscal Policy and Budgeting
Organizational Context
The United Nations Environment Programme (UNEP) is the global voice for the environment, promoting sustainable development. This role sits within the Finance and Economics Branch, specifically the Economic and Fiscal Policy Unit, which supports countries in transitioning to green economies. The consultant will contribute to the IKI-GIZ 'FAST' project, aligning public finance with biodiversity goals in Indonesia.
Job Purpose
This consultancy aims to support the implementation of the IKI-GIZ 'FAST' project in Indonesia, contributing to UNEP's 'Nature' and 'Finance and Economic Transformation' Programmes. The role is crucial for aligning national fiscal policies and financial flows with biodiversity protection objectives, thereby supporting the achievement of Sustainable Development Goals (SDGs) and commitments under the Kunming-Montreal Global Biodiversity Framework. The consultant will ensure high-quality, timely, and coherent delivery of project activities, especially in the absence of a direct UNEP presence, and ensure strategic alignment with national priorities. The work involves revising workplans, quality assuring reports, and facilitating knowledge exchange to integrate global best practices into national policy.
Responsibilities
The consultant will be responsible for revising the national workplan based on desk reviews and stakeholder consultations. Key duties include quality assuring various project outputs such as scoping report outlines, capacity needs assessment reports, policy briefs, stakeholder mapping reports, and outreach plans produced by local implementing partners. The consultant will also support the preparation, facilitation, and reporting of national steering committee meetings. Additionally, they will revise the national operational planning file and ensure the workplan and budget for local implementing partners are updated as needed. The role requires ensuring UNEP-led activities are strategically aligned with national priorities and that all deliverables are finalized and disseminated effectively.
Work Experience
A minimum of two years of project/program management experience in climate change, biodiversity, green fiscal policy, and/or macro-economic policy is required. Experience working with government counterparts, particularly the Ministry of Finance in Indonesia, is advantageous. Experience in coordinating multistakeholder engagement and quality-assuring technical outputs related to public finance and biodiversity is also beneficial.
