Organizational Context
The United Nations Global Service Centre (UNGSC) in Brindisi, Italy, provides essential Supply Chain, Geospatial, and IT services globally. This role sits within the Supply Chain Service, Planning & Sourcing Support Section, Field Contract Management Team, reporting to the Chief of the Section. The team is crucial for managing contract performance across the UN Secretariat.
Job Purpose
The Contracts Management Officer is responsible for planning and managing all contractual aspects of procurement projects, ensuring compliance and performance. This includes developing operational plans, SOPs, and initiatives for contract management. The role involves managing procurement support activities, contributing to statements of work, and developing technical evaluation criteria. A key function is establishing quality assurance and risk management plans for contracts. The officer will assess contractor performance, manage contract close-outs, and coordinate with stakeholders on contractual matters. Additionally, the role involves administering and enhancing contract performance reporting systems (CPRT and IFS) and analyzing performance trends to support oversight and decision-making.
Responsibilities
Plan and manage all contractual aspects of procurement projects, including work programs and schedules. Develop and implement operational plans, SOPs, and initiatives for contract compliance and performance management. Manage procurement support, contributing to statements of work, performance standards, KPIs, and technical evaluation criteria. Develop quality assurance plans and participate in contract risk assessments and management. Create contract compliance checklists and implementation plans. Assess contractor performance, addressing non-compliance and poor performance. Initiate contract close-outs, documenting best practices and lessons learned. Coordinate with UN Secretariat entities and Headquarters stakeholders on claims, disputes, and contractual remedies. Administer and manage the Contract Performance Reporting Tool (CPRT) and Instant Feedback System (IFS), including user access and system enhancements. Analyze contractor performance trends and support reporting for management oversight. Draft audit responses related to contract management. Supervise team performance indicators as required.
Work Experience
A minimum of five years of progressive experience in supply chain, project/contract management, logistics support, or procurement of contracts is required. Experience applying procurement and contract management policies in an international organization is desirable, as is experience with contract performance management systems and performance monitoring/analytics.
