Organizational Context
This Programme Management Assistant position is within the Anti-Racial Discrimination Section (ARDS) of the Office of the High Commissioner for Human Rights (OHCHR). The section is part of the Equality and Non-Discrimination Branch (END) within the Thematic and Special Procedures Division (TSP). The incumbent reports directly to the Chief of the Section.
Job Purpose
The Programme Management Assistant plays a crucial role in supporting the coordination and administration of programme and project initiatives within the Anti-Racial Discrimination Section. This involves assisting in planning, monitoring proposal status, and ensuring documentation compliance. The role is central to the effective implementation of departmental projects by serving as a focal point for administrative coordination. This includes managing personnel actions, travel, training, payments, and procurement. The Assistant also compiles data on project delivery, drafts status reports, and handles general office support, contributing to the efficient operation and successful execution of the section's mandate. The position requires meticulous attention to detail in budget review and administrative follow-up.
Responsibilities
The Programme Management Assistant is responsible for coordinating programme and project planning, monitoring proposals, and reviewing documentation for compliance. This includes assessing cost plans and budgets, identifying inconsistencies, and distributing approved documents. The role involves reviewing budget revisions, verifying fund availability, and ensuring proper system entry. As a key administrative focal point, the Assistant liaises with various units to initiate requests, obtain clearances, and process administrative actions such as personnel appointments, travel arrangements, and procurement. They compile project delivery data, draft status reports highlighting shortfalls and budget overruns, and prepare correspondence on budget matters. Additionally, the Assistant provides general office support, manages correspondence and records, organizes meetings, and offers guidance to junior staff.
Work Experience
A minimum of five years of experience in programme or project administration, technical cooperation, or a related field is required. This requirement is reduced to three years for candidates holding a first-level university degree or higher. Experience in formatting reports and documents is essential. Experience with ERP systems (e.g., Umoja, Inspira), organizing meetings, and working within the UN system are desirable.
