Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN entity established in 1949, mandated to assist and protect approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN mission in the Middle East with over 30,000 staff. This role supports the Field Security Officer in the West Bank Field Office.
Job Purpose
This role supports the development and implementation of security risk management processes, security plans, and related documents such as contingency and evacuation plans. It involves assisting in the creation and enforcement of security policies, guidelines, and Standard Operating Procedures (SOPs) to ensure compliance. The position manages access control systems, conducts security assessments for premises, and oversees the training and operational support for the guard force. Additionally, it contributes to security briefings, budget administration for security equipment, and monitoring security information to report on potential threats affecting UNRWA operations. The role also involves establishing relationships with local security authorities and responding to security incidents.
Responsibilities
Assists in developing and implementing Security Risk Management (SRM) processes, security plans, contingency plans, and evacuation plans. Supports the creation and enforcement of security policies, guidelines, and SOPs. Manages access control procedures, systems, and equipment, and conducts periodic security assessments for premises and installations. Oversees the training and day-to-day operational support for the guard force. Assists in preparing and delivering security briefings and training. Manages or assists in administering security-related budgets and advises on security equipment acquisition and inventory. Conducts and ensures compliance with SRM measures, and supports the establishment and testing of communication/wardens systems. Monitors, collects, assesses, and disseminates security information, reporting to Headquarters as required. Responds to security incidents, assists affected personnel, and monitors compliance with security standards. Establishes and maintains relationships with local security authorities and monitors the local security situation, providing updates to the supervisor.
Work Experience
Requires at least four years of progressively responsible professional experience in security, disaster, or emergency settings, with security responsibilities in the public or private sector. A valid driving license is mandatory. Practical knowledge of UN administrative policies and procedures is desirable. Flexibility to work outside duty hours and on weekends is also desirable.
