Organizational Context
This position is within the United Nations Office for Outer Space Affairs (UNOOSA) in Vienna. The incumbent will report directly to the Programme Management Officer responsible for budget and finance, and receive overall guidance from the Deputy Director of the Office. UNOOSA focuses on promoting international cooperation in the peaceful uses of outer space.
Job Purpose
The Budget and Finance Assistant supports the financial operations of the United Nations Office for Outer Space Affairs (UNOOSA). This role involves assisting in budget development, performance reporting, and financial analysis. The incumbent will prepare supporting documents, analyze expenditure variances, and ensure data accuracy for budget submissions and reports. They will also assist in managing trust funds, processing requisitions, and generating financial reports. The position contributes to the efficient financial management and resource allocation within UNOOSA, ensuring compliance with UN policies and procedures and supporting the office's mandate in outer space affairs.
Responsibilities
The Budget and Finance Assistant is responsible for supporting budget development and performance reporting, including preparing cost estimates and budget proposals for staff and non-staff requirements. This includes analyzing expenditure variances, coordinating with finance and programme staff, and ensuring data accuracy. The role involves preparing redeployment requests, reviewing staffing tables for funding availability, and organizing budgetary meetings. Additionally, the assistant will extract and analyze expenditure data, prepare responses for financial audits, support internal controls, and assist with enterprise risk management. Financial backstopping for trust funds, monitoring contributions, and reviewing requisitions are key duties. The position also entails compiling and presenting budget data, reviewing project documents for compliance, and maintaining budget and finance files. Drafting correspondence and potentially supervising junior staff are also part of the responsibilities.
Work Experience
A minimum of seven years of progressive experience in budget, finance, accounting, or administrative services is required. This is reduced to five years for candidates with a first-level university degree. Experience in preparing budget documents, presentations, and Excel deliverables for senior management is necessary. Proficiency with an Enterprise Resource Planning (ERP) system for planning, budgeting, monitoring, and reporting, including analytics, is also required. Experience with SAP (Umoja), the UN Common System, dashboard reporting, and financial modeling is desirable.
