The United Nations Office on Drugs and Crime (UNODC) seeks a Local Individual Contractor for a Case Management System (CMS) Local Developer role. This position, based in Guatemala, will support UNODC Developers and coordinate with the National Civil Police (PNC) IT team. The role is crucial for ensuring the sustainability and effective use of the CMS.
Job Purpose
The Case Management System (CMS) Local Developer will be responsible for developing a comprehensive training plan and technical manuals for the National Civil Police (PNC) IT personnel. This includes designing training modules on CMS architecture, database administration, security, and maintenance procedures. The role also involves delivering hands-on technical training to PNC developers and system administrators, enabling them to independently operate, maintain, and update the CMS post-project. Furthermore, the developer will advise on and contribute to the development of an online training course, ensuring widespread knowledge transfer and long-term system support within the PNC.
Responsibilities
Develop a detailed training plan for National Civil Police (PNC) IT programmers and developers, covering CMS architecture, database administration, user management, security, system monitoring, backup, recovery, and troubleshooting. Create comprehensive technical manuals for CMS maintenance, including System Administration, Preventive Maintenance, Technical Architecture, and Troubleshooting guides. Deliver direct technical training to PNC developers and system administrators on CMS operation and maintenance. Support end-user training initiatives and provide input for the development of an online CMS training course. Coordinate effectively with UNODC Developers and PNC IT teams to ensure seamless knowledge transfer and system sustainability.
Work Experience
A minimum of ten (10) years of work experience in developing, implementing, and managing IT systems, preferably in the public or security sector, is required. Experience with technology projects in public, police, justice, or security institutions is also required. Experience in backend development with PHP and Laravel frameworks, PostgreSQL and MySQL databases, and RESTful API development is necessary.
