Organizational Context
UNRWA is a United Nations agency providing essential assistance and protection to approximately 5.8 million registered Palestine refugees across the Middle East. With over 30,000 staff, it is the largest UN operation in the region, offering services in education, health, social services, and emergency assistance. This role reports to the Principal of TVET.
Job Purpose
This role is responsible for integrating greening education into Technical and Vocational Education and Training (TVET) curricula. The specialist will develop strategic approaches, comprehensive curricula, and interactive training materials that align course content with environmental policies and sustainable development. Key functions include formulating learning outcomes, facilitating instructor capacity-building workshops, promoting awareness of green skills, and developing/updating relevant policies and procedures. The role also involves conducting labor market assessments to identify green job trends and ensuring academic programs align with evolving employment opportunities, while managing project activities and reporting on progress.
Responsibilities
Lead the integration of greening education into TVET curricula by developing strategic approaches aligned with environmental policies and sustainable development. Develop comprehensive curricula with specialized green skills modules informed by labor market trends. Create interactive training materials, teaching resources, and toolkits. Formulate practical learning outcomes for sustainability-focused career pathways. Facilitate capacity-building workshops for TVET instructors. Promote awareness of green skills and environmental impacts. Develop and update policies and procedures for green skills and sustainable practices in TVET settings. Support green skills-gender integration. Conduct labor market assessments to identify green job roles and skill demands. Analyze data to forecast green sector growth and prioritize curriculum development. Lead, manage, and coordinate project planning, implementation, and monitoring. Maintain records, create reports on curriculum development progress, resolve challenges, and document lessons learned.
Work Experience
Requires at least 4 years of experience with green competencies and jobs or environmental training programs. Additionally, a minimum of 3 years of experience in curriculum design, instructional development, or educational planning is necessary. Experience within TVET systems, particularly with exposure to sectors like energy or construction, and experience in conducting training-of-trainers (ToT) and staff capacity building are also required.

Stakeholder relationship management, analytical and problem-solving skills, research and reporting, interpersonal and collaboration skills, ability to prioritize and meet deadlines, training program design and delivery, proficiency in MS Office Suite, ability to work in a fast-paced environment, understanding of Green Skills and sustainability practices, ability to conduct field visits.
