Job Purpose
This consultancy aims to provide specialized expertise in urban finance, financial feasibility assessment, investment planning, and financing strategies for urban and territorial development initiatives within the FIDUS Project. The role supports local and provincial governments and stakeholders in incubating, prioritizing, and structuring urban development projects. The consultant will contribute to identifying strategic investments, strengthening institutional capacities, and developing initiatives that generate long-term social, environmental, and economic benefits, ultimately promoting sustainable territorial transformation in a context of emerging economic opportunities and infrastructure development.
Responsibilities
The consultant will be responsible for information validation, ensuring timely communication on project progress, risks, and opportunities related to urban finance and investment planning. They will lead the development of methodologies for financial assessment and prioritization of urban development initiatives, conducting feasibility studies, cost-benefit analyses, and risk assessments. The role involves identifying and evaluating innovative financing mechanisms, supporting the preparation of investment-ready project concepts, and developing sustainable urban financing models. Additionally, the consultant will provide technical and strategic advice, support discussions with stakeholders, prepare technical briefs, and contribute to knowledge management by documenting lessons learned and developing knowledge products. Implementation support includes participating in meetings, coordinating with partners, and monitoring progress.
Work Experience
A minimum of eight years of progressive professional experience in urban finance, project finance, public investment, or infrastructure financing is required. Demonstrated experience in formulating, evaluating, and financing urban development projects is essential. Proven experience in conducting financial and economic feasibility assessments, including cost-benefit analysis and risk assessment, is also required. Experience with innovative financing mechanisms and working with governments or development organizations is desirable.
