Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. The Industry and Economy Division encourages sound environmental policies and practices. The Chemicals and Health Branch leads UNEP's sub-programme on Chemicals, Waste and Air Quality, focusing on technical-scientific issues and sound chemical management.
Job Purpose
This consultancy involves conducting a Terminal Review of the project “Increasing the Global Implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) through a Pilot Focusing on Africa.” The consultant will assess the project's relevance, effectiveness, efficiency, sustainability, and potential for replication, in accordance with UNEP Evaluation Policy. The role requires a comprehensive review of project documents, stakeholder consultations, and data analysis to identify lessons learned, best practices, and challenges. The ultimate goal is to provide a final report with findings, conclusions, and recommendations to inform future UNEP initiatives and contribute to the sound management of chemicals globally, particularly within African nations.
Responsibilities
The consultant will be responsible for developing and submitting an Inception Report, including a review methodology and workplan. This involves reviewing all relevant project documents, identifying and mapping key stakeholders, and developing data collection tools. The consultant will conduct stakeholder consultations, interviews, and surveys to assess project performance against objectives, outcomes, and outputs. Key areas of assessment include relevance, effectiveness, efficiency, sustainability, and replicability. The consultant will identify lessons learned, best practices, and challenges encountered during project implementation. Finally, the consultant will prepare and submit a Draft Terminal Review Report and a Final Terminal Review Report, along with an Evaluation Brief and presentation slides, incorporating feedback from UNEP and project stakeholders.
Work Experience
A minimum of 7 years of progressive experience in programme evaluation, project review, environmental governance, chemicals management, or regulatory development is required. Proven experience evaluating environmental, chemicals management, capacity-building, or international development projects is essential. Experience with GHS, chemicals management frameworks, and working with the UN system or in developing countries, especially in Africa, is highly desirable.
Skills
Excellent analytical, research, report writing, and communication skills. Ability to synthesize complex information and present findings clearly. Demonstrated ability to engage diverse stakeholders in a multicultural environment. Strong organizational and project management skills. Familiarity with evaluation methodologies, data collection techniques, and results-based management.
