HUMAN RESOURCES OFFICER (Temporary job opening)
Organizational Context
The International Court of Justice (ICJ), the UN's principal judicial organ, operates independently of the Secretariat with its own administrative body, the Registry. The Registry provides judicial and administrative support, headed by a Registrar. This Human Resources Officer position is within the Registry's Administrative and Personnel Division, reporting directly to the Head of the Division.
Job Purpose
The Human Resources Officer plays a crucial role in supporting the International Court of Justice's Registry by managing and developing human resources functions. This involves ensuring the effective application and interpretation of HR policies, overseeing workforce planning, recruitment, and performance management, and handling administration of justice and disciplinary matters. The role contributes to maintaining the highest standards of efficiency, competence, and integrity within the Court's administrative organ by providing expert advice and support to staff and management, thereby facilitating the smooth operation of the Registry and its judicial support functions.
Responsibilities
Develop, interpret, and implement HR policies, procedures, and guidelines, ensuring compliance with Staff Regulations and advising on exceptions. Manage workforce planning, recruitment, and selection processes, including vacancy announcements, application reviews, interviews, and job offers. Oversee staff development programs and provide performance management advice to staff and management. Handle staff grievances and disciplinary matters, assessing cases and recommending resolutions. Administer general HR functions, including deputizing for the Division Head, assisting with work plans and budgets, advising on health insurance, and preparing for committee meetings.
Work Experience
A minimum of five years of progressive experience in human resources management, law, or public administration is required. This includes at least three years of comprehensive HR experience within the UN Common System. Experience in HR policy design, development, and advising managers/staff on HR policies and entitlements is essential. Experience with ERP systems like SAP or Umoja is desirable.
