Local Consultant - Ethics and Integrity (Anti-Corruption)

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) supports Member States in strengthening integrity and preventing corruption, aligning with the UN Convention against Corruption (UNCAC). This role supports UNODC's project to accelerate UNCAC implementation in the Democratic Republic of Congo, focusing on enhancing public sector ethics and accountability.

Job Purpose

This consultancy aims to strengthen ethics and integrity within the public administration of the Democratic Republic of Congo. The consultant will design and deliver a sustainable Training-of-Trainers (ToT) programme, enabling designated public officials to conduct ethics and integrity training within their institutions. This initiative supports the national anti-corruption strategy and promotes transparency and accountability across public bodies, fostering long-term capacity building through ongoing mentoring and coaching.

Responsibilities

Design and develop a comprehensive ethics and integrity Training-of-Trainers (ToT) programme specifically tailored for the public sector context of the Democratic Republic of Congo. Deliver two ToT workshops for selected public officials, collaborating closely with the Ministry of Public Service and the Observatory for Monitoring Corruption and Professional Ethics (OSCEP). Ensure the programme's sustainability through ongoing mentoring and coaching of trained officials, thereby strengthening institutional capacity for ethical conduct and anti-corruption efforts.

Work Experience

A minimum of 7 years of professional experience in law, rule of law, or a similar area is required. Experience in providing legal and technical advisory services on anti-corruption is essential. Experience with international organizations and technical assistance for treaty implementation is desirable.

Legal and technical advisory services on anti-corruption, experience with anti-corruption and economic crimes, strong written and oral communication skills, experience with international organizations, technical assistance delivery, fluency in French, working knowledge of English.
