Organizational Context
This position is based in the UNODC Country Office in Bolivia (COBOL), La Paz, under the Regional Office for the Andean Region and the Southern Cone (ROCOL). The role operates within the Division for Operations and reports to the COBOL Representative, with overall guidance from the ROCOL Regional Representative. UNODC focuses on combating drugs and crime.
Job Purpose
The Programme Officer will lead, supervise, and coordinate the implementation of a specific EU-funded project focused on controlling controlled substances and expanding coca leaf initiatives in Bolivia. This involves developing and monitoring work plans, ensuring efficiency and impact in line with UN regulations. The role promotes UNODC's work in international drug control, supports evidence-based programming through research and data analysis, and prepares relevant documents. A key aspect is resource mobilization, including preparing funding proposals and identifying local opportunities to strengthen donor partnerships. The officer will also lead technical assistance missions, coordinate with national and international counterparts, and represent UNODC in various forums. Developing innovative partnerships with the private sector and academic institutions is also a responsibility, alongside data analysis for reporting and decision-making, and monitoring best practices in drug trafficking prevention.
Responsibilities
Lead and coordinate the physical, programmatic, and financial implementation of the EU-funded project on controlled substances and coca leaf in Bolivia. Develop, implement, and monitor annual and multi-year work plans, results frameworks, and resource allocation to ensure efficiency and impact. Promote UNODC's mandate in international drug control and crime prevention, positioning it as a leading technical support agency. Coordinate research, data collection, and analysis to promote evidence-based programming. Prepare documents, reports, and studies related to drugs and organized crime. Plan and execute resource mobilization initiatives, including preparing funding proposals and identifying local funding opportunities. Lead and participate in needs assessment and technical assistance missions, coordinating staff and consultants. Establish strategic links with national, regional, and global counterparts for technical assistance and coordination. Represent UNODC in meetings and forums, sharing its position and mandates. Develop partnerships with the private sector and academic institutions. Analyze data using visualization methods to support planning and reporting. Monitor best practices in drug trafficking prevention. Highlight European financial support for project activities. Participate in complex field missions and draft mission summaries. Develop various outputs using Microsoft Office and automation tools.
Work Experience
A minimum of five years of professional experience in programme/project management related to drug control, crime prevention, or rule of law is required. Demonstrated experience in designing, developing, and managing technical assistance programmes is also necessary. International experience, work within the UN system, experience negotiating complex initiatives with various partners, and data analysis experience are desirable.
