National Consultant on Anti Corruption

Organizational Context

The United Nations Secretariat, through the Office of the High Commissioner for Human Rights (OHCHR) in Liberia, seeks a National Consultant. This role supports the Law Reform Commission (LRC) in reviewing Liberia's legal framework for judicial responses to corruption. The consultancy focuses on ensuring the proposed National Anti-Corruption Court (NACC) statutes align with international human rights standards.

Job Purpose

The purpose of this consultancy is to conduct a comprehensive legal assessment of Liberia's judicial response to corruption-related offenses. The National Consultant will analyze existing laws, identify gaps, and propose recommendations for the statutes of the National Anti-Corruption Court (NACC). This includes ensuring a human rights-based and victim-centered approach, aligned with international norms like the UN Convention Against Corruption (UNCAC). The role also involves leading peer review forums to discuss the complementarity of anti-corruption institutions and validate findings, ultimately contributing to strengthening Liberia's fight against impunity for corruption and upholding human rights principles within its legal system.

Responsibilities

The National Consultant will produce an inception report detailing initial consultations and proposed methodology. Key duties include conducting a mapping and assessment of judicial responses to corruption in Liberia, informed by international standards such as UNCAC and International Human Rights Law. The consultant will review the proposed statutes for the National Anti-Corruption Court (NACC), providing recommendations to ensure a human rights-based and victim-centered approach. Additionally, the consultant will organize and lead peer review forums to discuss the complementarity between various anti-corruption bodies, including the upcoming War and Economic Crimes Court and the Liberia Anti-Corruption Commission, and validate findings with stakeholders.

Work Experience

A minimum of seven years of professional experience as a practicing lawyer, prosecutor, judge, legal consultant, or advisor in human rights or anti-corruption is required. Additionally, a minimum of three years of experience in legal drafting and three years in providing legal advisory services to policymakers on law, human rights, or anti-corruption matters are necessary.
