Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role is within the Law Division, Ozon Action Branch, Compliance Assistance Programme (CAP) team for South Asia, based in Bangkok, Thailand. The position reports to the Head of the Ozon Action Branch and the Regional Coordinator for the Montreal Protocol Network for South Asia.
Job Purpose
This role provides essential assistance in the planning and implementation of complex departmental programme and project initiatives within UNEP's Law Division. The incumbent will research, analyze, and present data, coordinate project planning and preparation, and ensure project documents are completed and submitted. A key function involves supporting budget proposals, monitoring expenditures, and liaising with stakeholders to ensure accurate reporting and compliance with guidelines. The position also serves as a focal point for administrative and financial actions, managing project implementation activities, and maintaining essential records and databases.
Responsibilities
Provide assistance in planning and implementing complex departmental programme and project initiatives. Research, compile, analyze, and present data on specific programmes and projects. Coordinate programme and project planning, monitor proposals, and ensure timely submission of project documents. Assist in preparing and analyzing budget proposals, interpreting guidelines, and reviewing submissions. Monitor and evaluate programmes and projects, track data, analyze expenditures, and initiate follow-up actions. Collaborate with programme managers on performance reporting and liaise with parties on activity interpretation and reporting requirements. Serve as a focal point for coordinating and monitoring project implementation, liaising with organizational units, and resolving implementation issues. Maintain and update files and databases. Draft correspondence and communications related to programme administration, work plans, and budgets. Assist with logistical arrangements for meetings and workshops. Manage administrative and financial actions in UMOJA and other IT tools. Assist with data collection, analysis, presentation, and report preparation.
Work Experience
A minimum of seven years of experience in programme or project administration, financial management, or technical cooperation is required. This is reduced to five years for candidates with a first-level university degree. Experience with an ERP system like Umoja, data analytics, and working within the UN or a similar international organization is desirable.
