Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and is the UN system's focal point for urbanization. The United Nations Innovation Technology Accelerator for Cities (UNITAC) in Hamburg, a collaboration between UN-Habitat, UN-OICT, and HafenCity University, focuses on data governance, spatial analysis, and smart cities. This role supports UNITAC's mission to develop technologies for urban challenges and SDGs, reporting to the Chief of the Knowledge and Innovation Branch.
Job Purpose
This Programme Management Officer role at UNITAC Hamburg supports the implementation of operations, including financial and administrative aspects, and donor reporting. The incumbent will lead the development, implementation, and evaluation of UNITAC operations, providing technical and coordination support to enhance quality and synergy. Responsibilities include managing projects, performing consulting assignments, supporting governance structures, and coordinating collaborations with UN-Habitat Headquarters and implementing partners. The role also involves fostering strategic partnerships, resource mobilization, ensuring gender mainstreaming, and conducting research and policy development. The officer will prepare written outputs, support meetings, coordinate outreach activities, lead field missions, manage budgets, and supervise staff, contributing to the development of innovative urban solutions and knowledge products.
Responsibilities
Support the implementation of UNITAC operations, including financial, administrative, and donor reporting aspects. Lead the development, implementation, and evaluation of UNITAC operations, providing technical and coordination support. Develop, implement, and evaluate assigned programmes/projects, monitoring progress, identifying issues, and initiating corrective actions. Conduct consulting assignments, facilitating workshops and assisting clients in developing action plans. Support UNITAC's governance through committees and advisory groups. Coordinate projects with UN-Habitat Headquarters, ensuring coherence in knowledge dissemination on digital technologies and sustainable urban development. Manage collaborations with implementing partners (UN Habitat, OICT, HCU) and liaise with the scientific lead. Foster strategic partnerships and mobilize resources for UNITAC's growth. Ensure gender mainstreaming in all actions. Conduct research, analysis, and programme evaluations. Coordinate policy development, including issue analysis and research studies. Design data collection tools, analyze responses, and prepare conclusions. Prepare written outputs such as background papers, reports, and publications. Provide substantive support for meetings and conferences. Initiate and coordinate outreach activities, training workshops, and seminars. Lead field missions and provide guidance. Coordinate budget funding activities and prepare related reports. Supervise UN-Habitat staff at UNITAC, providing guidance and development. Lead data analysis efforts to identify trends and provide insights for planning and decision-making. Establish and maintain collaborations with key officials. Ensure data accessibility and sharing.
Work Experience
A minimum of seven years of progressive experience in project or programme management, administration, or a related area is required. Experience in people-centered smart cities, urban innovation, establishing partnerships, resource mobilization, and applying digital technologies in cities is also required. Experience in leading technical assistance or designing/implementing operational projects is desirable, as is two or more years of experience in data analytics.
