International Consultant (Cybercrime Investigation Expert)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is dedicated to assisting Member States in combating cyber-related crimes through capacity building and technical assistance. This role operates within the Global Programme on Cybercrime, focusing on specialized knowledge areas and implementing activities to enhance cybercrime investigation and prevention, particularly concerning online child sexual exploitation and abuse in Africa.
Job Purpose
This consultancy role aims to bolster cybercrime investigation capabilities within selected francophone African countries. The expert will develop and deliver training programs on investigating Online Child Sexual Exploitation and Abuse (OCSEA), including train-the-trainer modules for criminal justice authorities. Responsibilities include curriculum development, supporting the analysis of cyber tips, and conducting regional workshops to enhance specialized unit effectiveness. The objective is to strengthen national and regional capacities to combat evolving cyber threats and protect citizens, aligning with UNODC's mandate to fight cyber-related crimes through technical assistance and capacity building.
Responsibilities
Develop and deliver training on cybercrime and OCSEA investigation techniques, including train-the-trainer programs for criminal justice authorities in Benin and Togo. Establish and implement a curriculum on cybercrime and OCSEA investigation and digital evidence for a police training center in a francophone African country. Support the processing of cyber tips from organizations like NCMEC and Child Rescue Coalition. Conduct regional training for criminal justice practitioners on OCSEA investigations and best practices. Organize a regional workshop for specialized OCSEA units. Provide technical advice, mentoring, and capacity building through training activities, facilitating national coordination and prevention efforts.
Work Experience
A minimum of 4 years of professional experience in leading cybercrime investigations, including digital evidence exploitation and electronic device evaluation, is required. Experience in providing training to law enforcement and criminal justice authorities on cybercrime investigations is essential. Experience in Africa and with governmental agencies is desirable.
