International Consultant (Cybercrime Investigation Expert)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is mandated to assist Member States in combating cyber-related crimes through capacity building and technical assistance. This role operates within the Global Programme on Cybercrime, focusing on specialized knowledge areas and implementing activities to address the challenges of transnational cybercrime and online child sexual exploitation and abuse.
Job Purpose
This consultancy aims to enhance the capacity of criminal justice authorities in Africa to investigate cybercrime and online child sexual abuse and exploitation (OCSEA). The role involves designing and delivering training courses and workshops on cybercrime investigation, digital evidence management, OSINT, and cyber-patrolling. The consultant will also contribute to developing curricula and providing technical assistance, ultimately strengthening national and regional capabilities to combat these evolving global threats and protect citizens.
Responsibilities
Design and deliver training workshops and courses on cybercrime investigation, digital evidence management, OCSEA investigation, OSINT, and cyber-patrolling for criminal justice authorities in various African countries. Develop and adopt curricula for cybercrime and OCSEA investigation training centers. Organize and manage all logistical aspects of training activities, including virtual or in-person modalities. Design pre- and post-training assessments and draft comprehensive reports on conducted activities. Provide technical advice and mentoring to digital forensics experts and law enforcement agencies. Collaborate with UNODC regional offices to ensure effective implementation of capacity-building initiatives.
Work Experience
A minimum of 10 years of professional experience in leading cybercrime investigations, including digital evidence exploitation and electronic device evaluation, is required. Experience in training law enforcement and criminal justice authorities on cybercrime investigations is essential. Experience interacting with governmental agencies and working in Africa is desirable.
