ASSOCIATE ADMINISTRATIVE OFFICER (Fixed-Term Limited)
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable towns and cities globally and is the UN system's focal point for urbanization matters. This Associate Administrative Officer role is based in the UN-Habitat Syria Country Programme office in Damascus, supporting human resource administration, planning, budgeting, and program implementation.
Job Purpose
The Associate Administrative Officer will support the UN-Habitat Syria Country Programme by coordinating administrative functions essential for program delivery. This includes managing human resources activities such as recruitment and performance appraisals, ensuring adherence to UN rules and procedures. The role involves overseeing budget and finance, including cost estimates, budget implementation, financial reporting to donors, and guiding staff on grant proposals and partner agreements. Additionally, the officer will manage procurement processes, general administration, property management, and contribute to data analysis for planning and reporting, ensuring efficient and effective operations within the country office.
Responsibilities
Oversee human resources administration, including recruitment, placement, promotions, performance appraisals, and staff training, ensuring compliance with UN rules. Manage budget and finance by reviewing cost estimates, preparing budget proposals, issuing allotments, monitoring expenditures, and supervising financial reporting to donors. Provide guidance on grant proposals, agreements with implementing partners, and procurement processes. Monitor work programs and budgets, conduct reviews to assess progress, and coordinate program reports. Develop and implement procedures for accounting and financial management controls. Lead procurement planning and execution, monitoring requests and vendor contracts. Provide general administrative support, liaise with host country authorities, and manage office property, supplies, and equipment. Oversee office technology needs and maintenance. Contribute to data analysis, trend identification, and reporting using visualization methods. Provide guidance and training to junior staff.
Work Experience
A minimum of two years of progressive experience in administration, finance, accounting, or human resources management is required. Experience with an ERP system like UMOJA is mandatory. Experience within the UN system or a similar international organization, in procurement, contract management, or data analytics is desirable.
