The Department of Political and Peacebuilding Affairs (DPPA) is seeking an Individual Contractor to finalize the Second Independent Progress Study on Youth, Peace and Security (YPS). This study will assess global trends, the evolution and implementation of the YPS agenda, and youth engagement in peacebuilding. The role contributes to intergovernmental and policy discussions.
Job Purpose
The purpose of this role is to serve as the lead drafter and researcher responsible for finalizing the Second Independent Progress Study on Youth, Peace and Security and its Abridged version. Leveraging existing research and data, the contractor will consolidate and synthesize materials into coherent, evidence-based, publication-ready outputs. The role involves ensuring the report addresses key research questions, evaluates progress since 2015, assesses recommendations from the previous study, analyzes the five pillars of the YPS agenda with an inclusive lens, and provides actionable recommendations. The contractor will also develop a compelling narrative communicating the YPS agenda's relevance, achievements, challenges, and future priorities.
Responsibilities
Review, consolidate, and synthesize existing research, consultation reports, thematic papers, case studies, and survey datasets related to Youth, Peace and Security. Refine the report's analytical structure, methodology, and narrative for coherence and consistency. Analyze qualitative and quantitative evidence to assess implementation progress, gaps, emerging trends, risks, enabling factors, barriers, lessons learned, and partnership dynamics. Integrate stakeholder and youth perspectives, ensuring a gender-responsive, inclusive, and intersectional approach. Identify best practices in youth participation in peacebuilding and violence prevention. Develop analytical summaries, charts, and visualizations. Prepare clear, evidence-based recommendations for implementation, accountability, financing, and partnerships. Draft and revise the full report and Abridged version based on feedback, ensuring high analytical, editorial, and publication standards.
Work Experience
At least 10 years of demonstrated experience in high-level research and drafting major analytical or policy publications on youth, peace and security, or international development. Proven experience leading or finalizing large-scale international research studies or flagship reports is required. Experience with the UN system and multilateral stakeholders is desirable.
Skills
Strong analytical, drafting, and editorial skills. Ability to synthesize large volumes of qualitative and quantitative information into clear, policy-relevant outputs. Demonstrated knowledge of the Youth, Peace and Security agenda and UN policy frameworks. Experience in research consolidation and synthesis.
