Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, seeks a consultant to support the Unit of Labor and Social Security Statistics (UETSS). This role will focus on strengthening technical capacities for processing and analyzing administrative records from the Banco de Previsión Social (BPS). The position is based in Montevideo, Uruguay, for an expected duration of 4 months.
Job Purpose
The primary purpose of this consultancy is to provide technical support to enhance the capabilities of the Unit of Labor and Social Security Statistics (UETSS). This involves the processing, exploitation, and statistical analysis of administrative records obtained from the Banco de Previsión Social (BPS). The role contributes to the improvement and standardization of statistical data related to labor and social security, supporting ECLAC's mandate in the region. The consultant will work under the supervision of the coordinator of the Population and Development Area of CELADE/ECLAC and the UETSS.
Responsibilities
The consultant will be responsible for processing, cleaning, and validating administrative records from the BPS. This includes constructing and maintaining extraction, transformation, and loading (ETL) scripts using SQL or Python, optimized for large databases. The role involves supporting the design, updating, and standardization of variable dictionaries for the Unified Work Form (PTU) and other MTSS databases. Additionally, the consultant will document processes through methodological memos and procedure manuals, and deliver well-structured scripts. Active participation in technical meetings with internal and external teams to discuss the use and improvement of administrative records is expected. Other relevant tasks assigned by the coordination will also be undertaken.
Work Experience
A minimum of 2 years of experience is required in processing, cleaning, and integrating large volumes of administrative records. Advanced proficiency in SQL and programming languages such as Python, R, and Stata for handling large-scale administrative data is essential. Experience with Pentaho is considered an asset.
