Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago is one of the UN's five regional commissions, established to foster economic and social development. This role leads the Security and Safety Section, reporting on daily operations to the Chief of Administration and technically to the Department of Safety and Security in New York. The position also serves as the Security Adviser for Chile.
Job Purpose
This role is responsible for leading the Security and Safety Section at ECLAC, ensuring the effective day-to-day security and safety operations at the headquarters and its sub-regional offices. The incumbent will develop and implement security procedures aligned with UN Department of Safety and Security (DSS) policies, manage security personnel, and oversee budget administration. A key function is to act as the Security Adviser for Chile, reporting to the Designated Official and collaborating with local security bodies and UN counterparts. The purpose is to integrate security considerations into all UN system operations and planning, manage risks, and ensure a secure environment for staff and operations in the region.
Responsibilities
Serve as Chief of the Security Section for ECLAC, maintaining communication with the Designated Official, Chilean security bodies, UN offices, and DSS HQ. Develop and implement security and safety procedures for ECLAC headquarters and offices, directing security personnel and managing associated budgets. Chair a security coordination cell for inter-agency collaboration. Implement DSS security policies, conduct threat and risk assessments using a risk management methodology, and integrate security into operational planning. Oversee premises and residence security, including MORSS implementation, and ensure adherence to security plans and contingency measures. Establish 24-hour incident response mechanisms and maintain emergency communication systems. Prepare personal security risk assessments for senior officials. Direct in-country security training programs and manage all assigned security tasks. Evaluate physical security installations and develop mitigation measures. Provide technical expertise to the UN Security Management System in Chile and monitor security for sub-offices. Analyze security data to identify trends and support decision-making.
Work Experience
Requires a minimum of seven years of progressive experience in security management. Essential experience includes at least three years in managing electronic physical security systems, managing security for large events/conferences, and working within UN or similar international organizations. Experience managing crises within the UN Security Management System and data analytics experience are desirable.
