The United Nations Office at Nairobi (UNON) serves as the UN headquarters in Africa, supporting global program implementation for UNEP, RCS, and UN-HABITAT. It provides essential administrative, conference, and information services to UN offices in Kenya and globally. These Finance and Budget Assistant positions are situated within the Budget and Financial Management Services (BFMS) and the Division of Operational Support, OnePayroll.
Job Purpose
The Finance and Budget Assistant plays a crucial role in supporting the financial operations of the United Nations Office at Nairobi (UNON). This position contributes to the accurate and efficient management of budgets, cost estimates, and financial reporting. The incumbent will assist in preparing budget proposals, monitoring expenditures, and processing financial transactions within the Enterprise Resource Planning (ERP) system. Responsibilities include supporting global payroll operations, reconciling accounts, and ensuring compliance with financial rules and regulations. The role is vital for maintaining the financial integrity and operational efficiency of UNON's administrative and programmatic functions, ensuring resources are managed effectively to support UN mandates.
Responsibilities
Assist in preparing budget proposals, cost estimates, and supporting documents, including narrative and tabular data for staff and non-staff requirements. Extract and analyze financial data from ERP systems to generate expenditure reports and identify areas of concern. Support the development of resource requirements and budget performance submissions. Process and review accounting transactions, ensuring accuracy and compliance with financial regulations. Investigate and resolve discrepancies in financial data and initiate corrective actions. Record and maintain financial transactions in the ERP system, including vendor payments and payroll entries. Reconcile general ledger, sub-ledger, and suspense accounts, escalating unresolved issues. Support global payroll operations, including processing, uploads, and monitoring insurance/pension transactions. Validate payroll run results and address discrepancies. Respond to client inquiries regarding payroll and financial information. Maintain up-to-date knowledge of financial policies and procedures. Draft routine financial correspondence and provide administrative support as needed.
Work Experience
A minimum of five years of experience in finance, budget, or accounting is required. This is reduced to three years with a first-level university degree. Experience with ERP systems is mandatory. Desirable experience includes one year in HR entitlements, payroll discrepancies, separation entitlements, and payroll accounting in an international organization, along with knowledge of GAAP, IFRS, IPSAS, and UN financial regulations.
