Consultant for Support to Mexico City Care System Law with a focus on Rights of Persons with Disabilities
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) Mexico seeks a consultant to support the integration of international human rights standards, specifically the CRPD, into the Mexico City Care System Law. This role will contribute to developing disability-inclusive regulations and mechanisms, ensuring autonomy and equal access to care services for persons with disabilities.
Job Purpose
The consultant will provide technical assistance to public institutions to ensure the Mexico City Care System Law aligns with international human rights standards, particularly the Convention on the Rights of Persons with Disabilities (CRPD). This involves supporting the development of regulations, implementation mechanisms, monitoring tools, and participation processes. The aim is to foster autonomy, community inclusion, and equitable access to care and support services for persons with disabilities, integrating their rights from the system's inception. The role contributes to establishing an ambitious institutional framework for care services over the next 18 months.
Responsibilities
Provide ongoing technical advice to OHCHR and partners through regular meetings and consultations. Conduct analyses of the Care System Law and related instruments, identifying CRPD-related opportunities and risks. Review and recommend improvements for draft regulations, protocols, and guidelines to ensure alignment with CRPD principles like autonomy, independent living, and accessibility. Develop technical guidance and policy recommendations for care services that promote social inclusion. Contribute technical inputs for the development of the Special Care Program, focusing on disability-inclusive policies and budget allocations. Recommend designs for the caregiver registry and data collection mechanisms, ensuring human rights compliance. Support the implementation of meaningful participation mechanisms for persons with disabilities and rights holders in decision-making processes.
Work Experience
A minimum of 7 years of progressive professional experience in disability rights, human rights, social policy, public policy, care systems, or social protection is required. Demonstrated experience in implementing the CRPD, providing technical assistance to public institutions, conducting policy analysis, and engaging with civil society and rights holders is essential. Experience with care systems, developing monitoring frameworks, and working with organizations of persons with disabilities is desirable.
