ECONOMIC AFFAIRS OFFICER
Organizational Context
This position is within the Economic Unit of the United Nations Support Mission in Libya (UNSMIL) in Tripoli. The Economic Affairs Officer reports to the Deputy Special Representative of the Secretary-General and leads the Unit. The role collaborates with various UNSMIL components, the UN Country Team, international financial institutions, and Libyan stakeholders to support peacebuilding, governance, and development through economic analysis and policy advice.
Job Purpose
The Economic Affairs Officer serves as the Head of the Economic Unit within UNSMIL, reporting to the Deputy Special Representative. The primary purpose is to provide crucial economic analysis and policy advisory services to support Libya's peacebuilding, governance, and development efforts. This involves monitoring and analyzing the political economy, formulating economic strategies, and identifying opportunities for confidence-building measures and reforms. The role actively engages with Libyan stakeholders and international partners to facilitate dialogue on economic governance, advising leadership on priorities such as fiscal management, financial oversight, and economic recovery. The position also plays a key role in integrating economic governance into broader political and mediation efforts, contributing strategic inputs to mission reporting and leadership briefings.
Responsibilities
The Economic Affairs Officer leads economic analysis and research, monitoring the political economy and formulating strategies and policies relevant to the mission's work. This includes assessing economic developments, identifying confidence-building measures, and preparing strategic assessments and policy recommendations for leadership. The role supports the political process by leading the economic track, facilitating dialogue on economic governance, and advising on priorities like budget unification and anti-corruption. The incumbent also serves as the lead interlocutor on economic governance with Libyan institutions and international partners, maintaining senior-level engagement to advance reforms. Furthermore, the officer manages the Economic Unit, supervises staff, establishes analytical priorities, ensures quality control of outputs, and negotiates technical assistance programs.
Work Experience
A minimum of seven years of progressive experience in economics, public finance, political economy, or economic policy analysis is required, including experience in fragile or conflict-affected settings. Demonstrated ability to translate complex economic analysis into actionable policy recommendations for senior decision-makers and strong drafting skills are essential. Experience supporting political processes, peacebuilding, or engaging with international financial institutions is desirable.
