Job Purpose
This consultancy aims to support the implementation of the "Building capacity and connections in Technical Assistance for Social Housing (ATHIS)" project in Brazil. The consultant will provide technical expertise to ensure all project activities are conducted through inclusive, representative, and gender-sensitive participatory processes. Key contributions include adapting UN-Habitat's Capacity Needs Assessment methodology for ATHIS, guiding the development of participatory methodologies for assessing housing demands, and facilitating workshops with local and international partners. The role is crucial for bridging the gap between policy and practice in social housing, ensuring effective and equitable implementation of ATHIS.
Responsibilities
Provide technical support for project activities, ensuring participatory processes that are inclusive, representative, gender-sensitive, and accountable. Adapt UN-Habitat’s Capacity Needs Assessment (CNA) methodology for Social Housing Technical Assistance (ATHIS) in Brazil and for Global South partners. Guide the development of participatory methodologies for assessing housing demands and prioritizing intervention territories, focusing on gender sensitivity. Develop a methodological guide for participatory tools and methods for demand collection and analysis. Lead the process of defining priority communities for ATHIS implementation, considering vulnerable groups. Engage with social and community leaders to ensure the legitimacy of demand assessments. Support the development and implementation of a communication and mobilization plan. Organize and conduct events to raise awareness about the ATHIS Law. Support the organization of a Global Forum in São Paulo. Map relevant professionals and institutions for ATHIS. Support the creation of a collaboration platform for ATHIS professionals and a sustainability plan for the ATHIS network.
Work Experience
A minimum of three years of experience in developing and implementing participatory processes and community relations in Brazil is required. Experience in capacity building is also required. Experience with social housing, South-South Cooperation, social area work, fieldwork coordination (preferably in the public sector), and previous UN experience are desirable.
Skills
Proficiency in Windows and Office packages, web search engines. Familiarity with technological tools, software, and online platforms. Experience with online event and conference tools. Knowledge of project management methodologies. Professionalism, planning and organization, communication, and teamwork skills. Ability to work in multicultural environments and manage conflict.
