Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Monrovia, Liberia. The Human Rights Officer reports to the Country Representative or a senior officer. The role contributes to OHCHR's mandate and scope within the country.
Job Purpose
The Human Rights Officer is responsible for planning and coordinating activities related to Economic, Social and Cultural Rights (ESCR) and country mandates on human rights, with a focus on gender perspectives. This includes conducting research and analysis on business and human rights issues, assessing their impact, and collecting/analyzing relevant data. The role supports human rights integration into political, humanitarian, and economic efforts, assists in developing training programs, and supervises field verification work. The officer represents the UN human rights program, directs capacity-building initiatives, and produces various reports and communications. The position also involves data analysis for informed decision-making and may provide guidance to junior staff.
Responsibilities
Key responsibilities include planning and coordinating activities for Economic, Social and Cultural Rights (ESCR) and country human rights mandates, incorporating gender perspectives. The role involves conducting research and analysis on business and human rights issues, assessing their impact, and collecting/analyzing human rights data, including gender-specific indicators. The officer will support commissions, follow up on policy decisions, and ensure human rights integration into broader efforts. Developing work plans, assisting in training programs on human rights, democracy, and the rule of law, and supervising field verification are also crucial. The position requires representing the UN human rights program, directing capacity-building, writing reports, and utilizing data visualization for analysis and reporting. Guidance to junior staff and other related duties are also expected.
Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required. Two years of experience in Economic, Social and Cultural Rights (ESCR), business and human rights, or a related area is desirable.

Professionalism, research and analytical skills, data analysis and interpretation, communication (written and verbal), planning and organizing, knowledge of human rights issues and institutional mandates, ability to integrate gender perspectives, and experience with data visualization methods.
