Organizational Context

Job Purpose
The Finance and Budget Officer at UNON is responsible for providing comprehensive strategic, technical, and operational support in budgeting, financial management, grants, voluntary contributions, and implementing partner oversight. This role ensures compliance with UN Financial Regulations, Rules, and IPSAS. Key functions include contributing to strategic planning and results-based budgeting, reviewing budget proposals, monitoring financial performance, preparing performance reports, managing staffing tables, and overseeing cost recovery mechanisms. The position also involves managing accounting for grants and voluntary contributions, providing expert advice on financial compliance, preparing donor reports, and supporting audits. Additionally, the role oversees financial management of implementing partners, ensuring compliance and proper fund utilization, and contributes to the development of accounting policies and internal controls.
Responsibilities
The Finance and Budget Officer's responsibilities encompass several key areas. In budgeting, they provide input to strategic planning, review cost estimates, monitor budget implementation, analyze variances, ensure compliance with regulations, prepare performance reports, manage staffing tables, and implement cost recovery. For accounting, grants, and voluntary contributions, they validate agreements, monitor receivables, offer expert advice on grants management, ensure IPSAS compliance, support audits, resolve discrepancies, and participate in policy development. In implementing partner management, they oversee financial agreements, review transactions, monitor fund utilization, identify risks, strengthen assurance frameworks, ensure proper disbursements, and provide guidance. General duties include analyzing financial reports, advising management, maintaining accurate records, responding to queries, supervising staff, and utilizing data visualization for reporting and decision-making.
Work Experience
A minimum of five years of progressive experience in finance, administration, budget, or business administration is required. This includes supervisory experience with performance management, experience with SAP ERP systems, and experience with IPSAS. Experience in implementing partner management, grants, trust funds, voluntary contributions accounting, and donor reporting is also required. Two years of experience in data analytics is desired.

Proficiency in financial principles and practices related to grants and trust funds management. Ability to conduct independent research, analysis, and present recommendations. Strong accountability, commitment to deadlines, and results-orientation. Excellent teamwork and collaboration skills. Competence in data analysis and reporting using visualization methods.
