National Consultant for Advancing Inland Waterways Transport and Strengthening Maritime Governance Systems in South Sudan
Organizational Context
The Economic Commission for Africa (ECA) supports the Government of South Sudan in strengthening its maritime administration and inland waterways transport systems. This role is part of a technical assistance initiative to address underutilization of water resources due to policy and governance constraints, aiming to improve transport, safety, and trade integration.
Job Purpose
This role aims to support the Government of South Sudan in enhancing its maritime administration and advancing compliance with international maritime standards. The consultant will conduct legal and regulatory assessments, facilitate stakeholder consultations on IMO convention domestication, and assist in developing legislative and regulatory instruments. The ultimate goal is to strengthen the legal and institutional framework for inland waterways transport, enabling better integration into national systems, improved safety and environmental standards, and increased private sector investment, thereby unlocking the potential of South Sudan's extensive water resources.
Responsibilities
Conduct a comprehensive review of South Sudan's maritime and inland waterways regulatory framework, including laws, policies, and institutional mandates. Assess existing legal and regulatory frameworks against the requirements of priority IMO conventions and instruments, identifying gaps and challenges. Facilitate stakeholder consultations with government agencies, legal experts, and industry representatives to gather input on legal reform and convention domestication. Support the development and drafting of legislative and regulatory instruments, including acts and amendments, to align national laws with international maritime standards. Prepare an endorsement package for government consideration, summarizing findings, recommendations, and validated instruments for accession and domestication.
Work Experience
A minimum of five years of progressive professional experience in legal and regulatory analysis, legislative drafting, public policy, or regulatory reform is required. Demonstrated experience in reviewing and analyzing national legislation, regulations, policies, and institutional frameworks is essential. Experience in drafting or reviewing legislation, regulations, statutory instruments, or policy frameworks is also required.
