Organizational Context
The United Nations Office at Nairobi (UNON) serves as the UN headquarters in Africa, supporting UNEP, UN-Habitat, and the Resident Coordination System globally. It provides essential administrative, security, conference, and information services. These positions are within the Budget and Financial Management Services (BFMS) of the Division of Administrative Services (DAS).
Job Purpose
This role is crucial for supporting UNON's financial operations, specifically within the Budget and Financial Management Services. The incumbent will be responsible for preparing cost estimates, monitoring budget implementation, and ensuring compliance with UN financial regulations. Key duties include processing financial documents, contributing to IPSAS financial statements, managing payroll and benefits administration, and providing analytical reports. The position requires meticulous attention to detail in financial transactions, reconciliations, and reporting, ensuring accuracy and adherence to established policies and standards. The role also involves providing functional guidance on ERP systems and contributing to the overall efficiency of financial management within the division.
Responsibilities
Key responsibilities include:
Budgeting: Preparing cost estimates and budget proposals, monitoring budget implementation, recommending fund reallocations, ensuring requisitions align with budgets, reviewing position requests, and performing certifying functions for financial transactions.
Accounting: Processing financial documents according to regulations and IPSAS, leading the preparation of financial statements, acting as a Local Process Expert for IPSAS and donor reporting, analyzing accounting data, performing complex reconciliations, scrutinizing supporting documents, verifying postings, analyzing Open Item Managed accounts in Umoja, performing approval functions, and providing recommendations on financial performance.
Payroll and Benefits Administration: Performing payroll comparisons and data validation, auditing accounting transactions, providing information on pension entitlements, monitoring insurance transactions, serving as Lead Payroll Processor for various grants and payroll runs, and performing supervisory functions as a team leader and First Reporting Officer.
General: Analyzing reports to identify anomalies, extracting data for management review, responding to financial queries, ensuring functioning accounting and internal control systems, maintaining records, providing supervision and training, assisting with work plan planning, and contributing to data analysis and presentations.
Work Experience
A minimum of ten years of experience in payroll, finance, or budget is required. This is reduced to eight years for candidates with a first-level university degree. Experience with ERP systems (e.g., Oracle, SAP), IPSAS, integrated business processes, data analytics, and reporting is desirable.
