Organizational Context
This position is within the UN Secretariat's Office of the High Commissioner for Human Rights (OHCHR) Country Office in Maputo, Mozambique. The Human Rights Officer reports to the Representative and is responsible for a broad range of tasks related to monitoring, analysis, reporting, and advising on international human rights and humanitarian law.
Job Purpose
The Human Rights Officer's purpose is to conduct substantive monitoring of human rights and international humanitarian law implementation, analyze data for early warning and accountability, and draft evidence-based reports. The role involves integrating human rights perspectives into peace, humanitarian, and development planning, advising UN leadership and national authorities on protection of civilians, rule of law, and transitional justice. Additionally, the position fosters partnerships, capacity-building, and advocacy initiatives to advance equality and ensure no one is left behind, contributing to the OHCHR's mandate.
Responsibilities
Conduct monitoring of human rights and international humanitarian law, following up on recommendations from human rights mechanisms. Collect, document, and analyze human rights data to support early warning, response, and decision-making, ensuring data is discoverable and shared appropriately with a focus on gender and inclusion. Undertake human rights monitoring and field verification missions, drafting comprehensive reports with findings and recommendations. Conduct fact-finding missions to document violations, ensuring victim/witness protection and cross-component collaboration. Draft and disseminate human rights reports, briefings, and analytical papers to inform strategies and policies. Advise national counterparts on drafting legislation aligned with international human rights standards. Contribute to strategies for protection of civilians and child protection. Engage in fundraising and resource mobilization activities. Provide guidance to team members to foster professional development and a positive team culture.
Work Experience
A minimum of 5 years of progressively responsible experience in human rights or related fields is required. Experience in political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs is relevant. Planning, organizing, and coordination skills in a large multi-stakeholder environment are desirable, as is knowledge of regional and international human rights mechanisms.
