Organizational Context
This consultancy is a collaborative initiative between CCRIF SPC and the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC). The role is based in Port of Spain, Trinidad and Tobago, and is expected to last for 7 months. It focuses on improving flood risk assessments in Caribbean Small Island Developing States (SIDS).
Job Purpose
The purpose of this consultancy is to investigate and provide actionable recommendations for integrating soil properties and related variability data into flood risk assessments within Caribbean SIDS. This involves conducting a comprehensive situational and gap analysis, assessing current practices, identifying data and policy gaps, and understanding capacity needs. The role will engage with stakeholders through focus group meetings to gather local insights and feedback. Ultimately, the consultancy aims to synthesize findings and develop a framework for effectively utilizing soil data in disaster risk management, contributing to more robust flood risk assessments and improved resilience in the region.
Responsibilities
Conduct a comprehensive situational analysis of existing literature, soil science research, and relevant policies in Caribbean SIDS, including global best practices. Review current flood risk assessment practices and analyze policies related to flood risk, soil management, land use, and watershed conservation. Identify and establish contact with key stakeholders. Assess available soil data and its utilization in flood risk assessments. Perform a gap analysis to identify deficiencies in data, methodologies, and policies. Determine capacity requirements, technological needs, and institutional barriers for stakeholders. Organize and conduct online focus group meetings with stakeholders to gather insights and feedback. Synthesize findings from the desk review and consultations. Prepare a final report with actionable recommendations for integrating soil properties data into flood risk assessments.
Work Experience
A minimum of five years of relevant work experience within Caribbean SIDS is required. This experience should include a documented history in soil property characterization and hydrology. Proficiency in pedology and hydrogeology, specifically soil-water interactions and hydraulic conductivity, is essential. Experience in planning and organizing multi-stakeholder focus group meetings is also necessary.
