Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), specifically CELADE – División de Población, is seeking a consultant to support Caribbean Member States. This role is crucial for the preparation of national voluntary reports for the fifth review and appraisal of the Madrid International Plan of Action on Ageing (MIPAA).
Job Purpose
The purpose of this consultancy is to provide expert support to ECLAC Caribbean Member States in preparing their national voluntary reports for the fifth review and appraisal of the Madrid International Plan of Action on Ageing (MIPAA). The consultant will deliver technical assistance, facilitate the production of national reports, and contribute to the subregional input for the LAC Report. This involves conducting online sessions on key areas of ageing and development, systematizing country progress, and performing desk reviews to identify challenges, opportunities, and policy recommendations, ultimately contributing to the global review of MIPAA implementation.
Responsibilities
The consultant will provide technical assistance and advisory services to Caribbean governments for the preparation of national reports on MIPAA implementation. This includes conducting online sessions focused on older persons and development, health and well-being in old age, and enabling environments. The role involves supporting the production of at least two National Voluntary Reports, systematizing progress based on these reports, and incorporating findings into the subregional chapter. Additionally, the consultant will assist in preparing ECLAC's subregional input for the LAC Report by analyzing information from Member States and conducting a comprehensive desk review, culminating in policy recommendations.
Work Experience
Required experience includes research, policy analysis, or program implementation in population and development. A background and understanding of population aging policies and frameworks, along with a track record of relevant work with international organizations, are necessary. Experience with MIPAA and the 2030 Agenda for Sustainable Development is desirable.
