Organizational Context
The Office of Counter-Terrorism (UNOCT) leads UN counter-terrorism efforts, enhancing coordination, capacity-building, and advocacy. The CT Travel Programme, a UNOCT initiative, supports Member States in detecting and countering terrorist travel using API/PNR data, responding to Security Council resolutions. This Programme Assistant role is within the Countering Terrorist Travel Section in Budapest, Hungary, reporting to the Senior Programme Management Officer.
Job Purpose
The Programme Assistant provides crucial support for the planning and implementation of complex departmental programmes and projects within the Office of Counter-Terrorism. This role involves researching, analyzing, and presenting data, coordinating project activities, and assisting with budget proposals and monitoring. The position plays a key role in ensuring the smooth execution of initiatives aimed at strengthening Member States' capacity to counter terrorist travel, in line with Security Council mandates and UNOCT's strategic objectives. The assistant will liaise with various internal and external stakeholders, manage project documentation, and contribute to reporting and communication efforts, ensuring efficient project delivery and adherence to established guidelines and procedures.
Responsibilities
The Programme Assistant will support the planning and implementation of departmental programmes and projects, including research, analysis, and presentation of data. Key duties involve coordinating project planning, monitoring proposal status, and ensuring timely submission of project documents. The role includes assisting with budget preparation, analysis, and monitoring expenditures, ensuring compliance with guidelines. The assistant will track and analyze programme/project data, conduct status reviews, and initiate follow-up actions. Responsibilities also encompass collaborating with project managers on performance reporting, liaising with stakeholders on activity interpretation, and ensuring data accuracy. Drafting project summaries, coordinating review processes, and managing project implementation activities through corporate applications are essential. This includes administrative actions, travel arrangements, payments, and procurement. The role involves maintaining files and databases, generating reports, and drafting correspondence. Additionally, the assistant will provide guidance to junior staff and assist with data analysis for decision-making, visualizations, and updating information materials.
Work Experience
A minimum of seven years of experience in programme or project administration, financial management, technical cooperation, or a related area is required. This requirement is reduced to five years for candidates possessing a first-level university degree or higher. At least one year of experience in data analytics is desirable.
