Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) is seeking a consultant to conduct a final perception survey for a project supporting human rights promotion and protection for peace consolidation in Guinea. This role is based in Conakry and is expected to last for 4 weeks.
Job Purpose
The purpose of this consultancy is to measure project progress, evaluate stakeholder and beneficiary perceptions of achievements in social cohesion and national reconciliation, and assess trust levels between communities and state actors. The consultant will also evaluate beneficiary ownership of project activities, document best practices, lessons learned, and challenges. Ultimately, the role contributes to future similar interventions by providing actionable recommendations based on the final perception survey findings. The work is crucial for understanding the project's impact and informing future strategies in human rights and peacebuilding.
Responsibilities
The consultant will define the survey approach and methodology, orient, coordinate, and supervise the survey team throughout the process from design to results dissemination. Responsibilities include representing the survey team in stakeholder meetings, maintaining communication, revising the initial survey report based on quality assurance feedback, and leading the final perception data collection mission. The consultant will also inform stakeholders of preliminary results, finalize the perception survey report based on feedback, and address any remaining comments to submit the final report.
Work Experience
A minimum of 5 years of experience in conducting similar studies is required. Additionally, at least 3 years of experience specifically in conducting perception surveys is necessary. Familiarity with human rights issues, including the protection of human rights defenders, combating hate speech, incitement to violence, and human rights promotion for peace consolidation, is also required.
