Its Climate Change Division supports sustainable development and climate stability by providing capacity building and technical support to governments. This consultancy is within UNEP’s Climate Change Division, Global Funds Mitigation and Transparency Section, focusing on GEF-funded projects in Asia.
Job Purpose
This consultancy involves conducting a Management Led Terminal Review (MLTR) for the GEF ID 10317 project in the Maldives, titled “Capacity Strengthening for Improved Transparency of Climate Change Mitigation and Adaptation Actions.” The purpose is to assess the project's effectiveness in strengthening institutional capacity for tracking mitigation and adaptation actions and establishing a climate finance tracking system. The consultant will manage the review process, from design and data collection to analysis and final report writing, ensuring adherence to GEF and UNEP policies and guidelines. The role contributes to UNEP's objective of delivering high-impact action for climate stability and supporting countries in aligning with the Paris Agreement.
Responsibilities
The consultant will lead and author the Management Led Terminal Review (MLTR) for the "Capacity Strengthening for Improved Transparency of Climate Change Mitigation and Adaptation Actions" project in the Maldives, adhering to GEF and UNEP policies. This includes overall management of the review process, timely delivery of outputs, and preparation of the final report in English. Key duties involve reviewing and assessing all project elements according to UNEP evaluation guidance, designing the review methodology, collecting and analyzing data through desk reviews and interviews with stakeholders, and developing evidence-based findings and recommendations. The consultant must ensure deliverables meet UNEP evaluation office standards and clearly document the analysis and evaluative judgments.
Work Experience
A minimum of 5 years of technical/evaluation experience is required, preferably including evaluating large, regional, or global programs using a Theory of Change approach. Experience in drafting project proposals and assessing project documents (concepts, reports, budgets) is also required. Experience with GEF or UNEP projects, or with multilateral/bilateral funding entities in environment or climate finance, is desirable.
