Evolution Specialist: Capacity Building for Gender Statistics and Monitoring Systems
Organizational Context
The United Nations Economic Commission for Africa (ECA) is launching a terminal evaluation for the project 'Capacity Building for Gender Statistics and Monitoring Systems'. This evaluation aims to assess project performance, enhance learning within ECA and among stakeholders, and inform future project design. The role of the Evaluator is independent and managed by ECA.
Job Purpose
The purpose of this role is to conduct a terminal evaluation of the 'Capacity Building for Gender Statistics and Monitoring Systems' project. The Evaluator will systematically assess the project's performance against its objectives, ensuring adherence to ECA's Evaluation Policy and quality standards. Findings and recommendations will contribute to strengthening ECA's management capacity and informing future project development. The evaluation will enhance learning for ECA and its partners, providing insights into the effectiveness of strategies aimed at improving gender statistics and monitoring systems across African countries, ultimately supporting evidence-based policymaking and inclusive development.
Responsibilities
The primary responsibility is to conduct a comprehensive terminal evaluation of the 'Capacity Building for Gender Statistics and Monitoring Systems' project. This includes designing, planning, and implementing the evaluation according to the Terms of Reference (ToR). The Evaluator will lead data collection, consult with stakeholders, and analyze findings to assess project relevance, coherence, effectiveness, efficiency, impact, and sustainability. Key tasks involve identifying enabling and hindering factors, formulating strategic and operational recommendations, and highlighting lessons learned. The Evaluator must draft and present a final evaluation report, ensuring it meets ECA's quality standards and specifications, and be available for follow-up discussions.
Work Experience
A minimum of seven years of experience evaluating international development interventions is required. Proven experience in designing and leading theory-based evaluations is essential. Experience with strategic planning approaches, M&E methods (quantitative, qualitative, participatory), information analysis, and report writing is necessary. Experience in gender mainstreaming within an African context and evaluating UN programs are advantageous.
