The United Nations Secretariat, specifically the Economic and Social Commission for Asia and the Pacific (ESCAP), is implementing a technical cooperation project. This project focuses on strengthening the capacity of transport policymakers in Kyrgyzstan and other Asia-Pacific countries to utilize digital technologies for developing resilient and inclusive mobility policies and plans in peri-urban areas.
Job Purpose
The purpose of this National Consultant role is to support ESCAP's project in Kyrgyzstan by coordinating inception meetings, assisting with data collection and analysis on local contexts, and supporting the development of resilient and inclusive peri-urban mobility plans. The role contributes to enabling vulnerable communities with improved access to essential services and new employment opportunities through digital mobility solutions. It also involves supporting stakeholder consultations and capacity-building workshops to address local challenges and strengthen stakeholder capacity in enhancing peri-urban mobility, resilience, and social inclusiveness, ultimately contributing to reduced inequality and ensuring no one is left behind.
Responsibilities
Coordinate the project inception meeting and fact-finding mission in Bishkek. Provide support to the Regional Consultant in establishing the Technical Advisory Group. Collect and analyze local data to inform the assessment report on resilient rural-urban and active mobility plans utilizing digital technologies. Assist in analyzing the Just Transition and labor force implications of digital transformation, focusing on women's employment in digital mobility services. Support national stakeholder consultations and capacity-building workshops to identify challenges and enhance stakeholder capacity for improving peri-urban mobility, resilience, and social inclusiveness. Initiate the co-development of a local resilient and inclusive peri-urban mobility plan with local authorities, leveraging digital technologies and ESCAP's knowledge products.
Work Experience
Requires at least 5 years of experience in development projects, with a focus on sustainability, transportation, or related fields like energy or environmental management. Demonstrated ability in data collection, report development, organizing meetings/workshops, and collaborating with national and local government stakeholders on policy recommendations is necessary.
